You might also want to become familiar with the Law of the Sea Treaty which has been fought down since the 1980's, but is still alive and kicking as the Obama administration stated the ratification of this treaty is one of the things they want to accomplish.

A word about the CNO "begging" for passage of the Law of the Sea Treaty...globalization has been taught at the military academies for years and I don't expect we'd find many who don't now believe in globalization and with it the hope to advance their careers.
