Note they put this huge program into place in June 2009.  That indicates to me that those committees formed under the still unratified Security and Prosperity Partnership were busy little beavers and had their plans all made before Obama was elected.  I suspect that at least some of  all those czars Obama supported were on the SPP committees.  They never would identify the members of the committees.  They said they didn't want their work disrupted by having to deal with people objecting to what they were doing.
