Carlos Espinosa, Director of DERM, in an interview with Carmel Caffiero on Carmel on the Case specifying that DERM determines that you are a wetland by a drive-by. No methodology is perfomed. None of the property owners ever had notice or had anything in their file specifying that they were ever a wetland.
